The project team holds meetings, consults with experts, and analyzes data to help produce a cost management plan, which becomes a component of the project management plan (Schwalbe, 2013).
A cost baseline is a time-phased budget that project managers use to measure and monitor cost performance. Estimating costs for each major project activity over time provides project managers and top management with a foundation for project cost control using earned value management (Schwalbe, 2013).
