Before the 19th century there were very few standards for education. A persons ability to receive an education was directly based on their status in life and their ability to pay for privet tutors or private academies. Of course this only applied if you were male and white because females, blacks and other immigrants were not simply discouraged from getting an education, in most cases they were expressly forbidden to get one. In the later part of the 19th century, this changed in a few ways. Congress established the National Council on Education Standards and Testing, so that they could examine all of the issues related to a national program of standards and testing. Their recommendation was to establish national standards in five different subjects: science, geography, mathematics, history, and English. These standards were to include, for each individual subject, a general guide for the standard; which would include a description of the understandings, skills and knowledge, needed to master the curriculum; and the definitions of the performance levels necessary to demonstrate individual success or competency in a given subject. [2] At one time a class curriculum consisted of reading, writing and arithmetic, but modern curriculums can include a much wider variety of subjects. Including the universal subject requirements, students are able to take such classes as automotive, fencing, drama, broadcasting, dance and more. The standards-based reform in the United States holds that all children are to have access to a challenging curriculum, and that they are expected to learn the curriculum at a proficient or and even more desirable; high level of performance. One of the most important aspects being content standards. Content standards regulate what a student learns and what grade they learn it in. It also gives the teachers a ruler by which to form their instruction, so it works both for the student as well as the teacher. This content should be educational, but also challenging for the student, to not only incite students to do better, but to create an environment for gifted children to excel. In 1996, a federal law was passed that required states that received federal Title 1 funds to develop standards. This was important as prior to this point, most standards for education were voluntary.

In order for standards to be upheld, assessments have to be made. Assessments are just as important if not more important that curriculum and instruction because it evaluates these areas to determine if they are being applied effectively [4]. At one time children were taught throughout the year and had year end testing.
