Electronic Medical Records (EMRs)
The use of Electronic Medical Records (EMRs) in the U.S. started in the 1960s in a few health care providing institutions. In the 1970s and 1980s, a number of hospitals and clinics across the U.S. adopted the use of limited EMR technology (Carter, 2001) In the early 1990s, heeding recommendations from the Institute of Medicine (IOM) landmark study, the U.S. government set an ambitious goal for all physicians to computerize patient records by the year 2000 (Dick, R.S., Steen, E.B., & Detmer, D.E. 1997) Due to patients’ privacy issues, less streamlined and often conflicting software technologies, and multiple other barriers in EMR technology adoption, this ...view middle of the document...

Other important objective of HIT is to increase coordination and quality through improved data collection. Not all physicians can participate in HIT initiative program. To be qualified practitioners must have license and may not be hospital-based. Another good example of health news situation is Medicare’s pay-for-reporting program- Physician Quality Reporting Initiative (PQRI). After three years after this program become effective many providers using this program for quality measures and staying abreast with current rules and requirements. It is important for any health care organization to respond to the law and regulation and adapt new approach in business to continue growing and changing. For many providers is very challenging to manage very large amounts of data. But if approached under the system that controls effective information governance the providers can manage information on more sufficient way. Once again I want to mention HIT and the use of information and communication technology in health care. The greatest plus about using HIT is that providers can use technology to store and protect personal information. Also retrieve and safely transfer electronically clinical, administrative and financial information.

One of the most important regulations in health care industry is HIPAA regulation: “Organization hold all information concerning clients and employees in strict confidence as required by applicable laws and regulations; governing the security and privacy of protected health information mandated by the Health Insurance Portability and Accountability Act of 1996. HIPAA regulation affects every health care provider using information system and patient data collection.” Every health care provider must educate its employee/staff about HIPAA compliance. Noncompliance with HIPAA can lead to law suit and cost to health care organizations very high priced penalties up to $25,000.

Adoption of HIPAA regulation have made me, as a patient, feel protected and secured, but on the other hand, the process of completing paper work at the doctor office is much difficult and aggravating than before. Before, I had to wait on line to get to see my doctor and now the waiting time had doubled because I have to complete all the consent and disclosure forms. Also, now I have access to my health care information on line which made my life easier, since I can view important information and request for referrals and authorizations, prescription lists and side effects etc. According to a recent study, the Future of e-Health (Cyber Dialogue Health Practice) “the consumer demand for overall online healthcare content is growing at twice the rate of the overall online population” (Priest, Niedzwiecki, Pivnicny & Ruffino, 2000)
