During the Warsaw conference, Japan announced a revised goal for reducing its emissions by 3.8% from the 2005 levels by 2020. Prime Minister Shinzo Abe has pledge USD 453million to aid Pacific island nations to help them combat climate change and natural disasters, furthermore, Prime Minister Shinzo Abe presented a new strategy called “Actions for Cool Earth” in 2013. Shinzo Abe believes that ‘global warming is unequivocal’ and has said ‘let us take action’. Japan’s key concepts regarding the achievement of a ‘Cool Earth’ are:’ support for developing countries, technological innovation and diffusion and contribution to the international framework’. The Protocol to the United Nations Framework Convention on Climate Change (UNFCCC) was adopted at the third session of the Conference of the Parties (COP 3) in Kyoto, Japan, on the 11th of December 1997. The treaty was open for signature from the 16th of March 1998 to the 15 of March 1999 at United Nations Headquarter, New York. Japan signed the agreement on the 28th of April 1998. Japan accepted this on the 4th of June 2002. Commencement of the treaty took place on the 16th of February 2005. The Cancun Agreements are decision made by the international community to tackle the long-term problem of climate change over time and to take action to speed up the global response. The agreement also raised questions such as whether the Kyoto Protocol should be extended, which Japan and Russia opposed. One major question at the Durban Platform concerned the future for the Kyoto Protocol. The first commitment period ended in 2012, again Japan did not sign for the second commitment period.
