I suspect the reason they haven’t done this is because it is a lucrative business for the Government. The net revenue from the government run lotteries, casinos and slot machines were traced at $13.75 billion in 2009 alone. The situation with revenue being generated from gambling can be compared very much to the cigarette sales tax. The government simply makes too much money from these sources for them to ever want to restrict them from being sold. Replacing $13.75 billion dollars in revenue would be very challenging for the government to do.
In Ontario, 35% of 15-18 year olds are gambling for money despite the fact that you must be 19 years of age to legally gamble. A study done by the Responsible Gambling Council found that this 35% is expected to reach up into the 70% range by the time these teens get to be 20.
Studies show that amongst this group of 15-18 year olds, 10% of them gamble online with their parents credit cards, because their own cards would show their age on it which would prevent them from registering to gamble. Online betting sites do not do a significantly good job in controlling who is using these accounts. Personally I have used my parent’s credit card to gamble on line although there is a limit to how much cash I can access at any given time.
One report indicated that one out of every three high school student uses gambling for a source of money on a regular basis. For many teenagers playing a card game or a game of dice is a better way of making money then working the drive through at McDonalds.
There is another side to the story that also needs to considered because many would say that gambling is just a form of entertainment like going to movies or out for dinner and we shouldn’t be concerned about it being a problem. Those who participate in gambling activities do so voluntarily and it could be considered a relatively harmless form of entertainment.
There are many who will say that gambling is exciting and acceptable for those who enjoy taking risks. Some gamblers like the challenge of estimating potential wins and losses, like in sports betting and horse racing.
Overall, people gamble for a variety of reasons, whether for something different to do or for the challenge of beating the odds. Whether you are a teenagers or adult, everybody has to determine how much money they are willing to risk losing for the chance of increasing their wealth. In other words, for those people who want to gamble, they see the small amount of money they risk for the potential return of a large amount of money is justified because they might not have the opportunity to get that kind of money otherwise.
Gamblers sometimes just like to have the opportunity to test their skill in games of chance, and get pleasure from the thrill of the activity itself. Some people would say one of the main attractions of gambling is the entertainment value of the activity involved. . Fraser Institute Digital Publication February 2002
