Five Functions of Management within the Army

The five functions of management within the Army are inseparable. Through lost wars and battles, Army leadership had to learn the hard way why those functions were inseparable. In this paper, I will provide a brief narrative of the Army’s organizational structure and how it applies to the five functions of management. I will also incorporate leader and motivation theories as it relates to the Army.

The management system within the Army functions similar to Matrix Departmentalization. The Army conducts institution and operational missions carried out by civilians and the Army. Civilians perform the institutional mission, and the Army is responsible for operational missions.
The planning process within the Army is essential for success in peacetime as it is for war. Planning is typically based on guidance or a mission received from higher headquarters. The mission is disseminated through the operations department in a
Classified or Unclassified format. The mission is briefed to the Secretary of Defense and the Chief of Staff by the intelligence agency. Once the order is passed down to the unit that will perform the mission, the planning process begins with all managerial levels and types. At that time, all aspects are considered: logistics, equipment, and healthy personnel to perform the mission.
Planning is implemented at the strategic, tactical, and operational levels via training and staff meetings. Training meetings and staff meetings are held weekly to plan the tasks that need to be accomplished, who will do them, and capture the progress of mission readiness. Leaders are responsible for ensuring all soldiers are informed of the expectations, tasks at hand, and performance objectives for both peacetime and wartime missions. Soldiers and their leadership are evaluated periodically to assess their performance.
Leadership is implemented through enforcing the “Be, Know, Do” attributes. The Army requires a leader to be: an example of individual values, a person of strong and

honorable character, and able to resolve complex ethical dilemmas. A leader must know: the standards, yourself, human nature, your job, and your unit. A leader must do: plan, take care of soldiers, communicate your intent, and train soldiers. The Army is comprised
of soldiers from all over the world. Leaders are challenged with overcoming communication barriers, individual differences, as well as situational factors. Leaders are responsible for evaluating performance. Within the Army, failing to provide a performance appraisal is failure to the soldier, failure of leadership, and failure of the mission. Leadership is defined as “providing purpose, direction, and motivation.” (Headquarters, Department of the Army)
Lower enlisted soldiers are evaluated monthly via one on one counseling. The appraisal can be formal or informal. Their performance is evaluated with a combination of objective, subjective, and behavior appraisals. Senior enlisted soldiers and officers are evaluated quarterly based on their individual performance and their subordinate’s performance. Bad conduct appraisals are never conducted informally. The Army’s performance appraisal system is synonymous with the appraisal system mentioned in the text.
