1. Introduction
1.1 Background of the study
Organizations are created by people who decide to work together in order to attain their specific objectives functioning through the division of labour and on a hierarchy of authority. People and business processes are structured to achieve organizational objectives. Mullins (2005: 114) describes an organization as “a consciously, coordinated unit created by groups in Society to achieve specific purposes common aims and objectives by means of planned and coordinated Activities”. But while different organization carry out performance Appraisal it is surrounded by different problems.
So as to show the practical problems of human resource management as a whole performance appraisal selecting specific organization are in need. This is the main reason the researcher prefer to concentrate on the Confederation of Ethiopian Trade Union.
The paper consist the introduction, review of literature, data presentation, conclusion and Recommendations part dividing into four chapters as a whole.

1.2 Statement of the problem
Human Resource Management (HRM) department plays a vital role in human aspect the organization in which it is working for. It has the key responsibilities on the effectiveness of an organization. “HRM is a strategic approach to managing employment relations which emphasizes that leveraging people’s capability is critical to achieving competitive advantage, this being achieved through a distinctive set of integrated employment policies, programmes and practices.” Bratton and Gold (2007: 7). Based on this it’s basic duties revolves around its organizational objective to insuring good employee and employer the relationship.

In order to increase the active participate of individual employee in achieving the organization objective assessing periodically the performance appraisal for a main reason so as to give promotion while individual worker performed well and also to take corrective measure while he/she performed weak.
Having the above point in mind Human resource management department of The confederation of Ethiopian Trade Union has many gaps which are the barriers to play vital roles.
Lack of good communication among the organization human resource personnel and other manager.
Lack of sufficient knowledge about different methods and types of performance appraisals are some of the problems.
1.3 Objective of the Study
1.3.1 General objective
The study is initiated to show the current practice and problems of Performance Appraisal in The Confederation of Ethiopian labour Union (CETU)
1.3.2 Specific objective
* To show the Performance Appraisal types and methods used in CETU
* To find out the current problems of Performance Appraisal in The Confederation of Ethiopian labour Union (CETU)
* To show the HRM department role in organization.
1.4 Research Questions
What Performance Appraisal methods and type are used? Have they every tried to make research? How do they get feedback?
What are the main reasons to conduct performance appraisal?
Do the HRM personnel effective in Performance Appraisal practice of the organization?
Do the HR personnel professional?
What are the Performance appraisal processes of CETU?
What are the major problems related to performance appraisal?
What is the main task covered during performance appraisal by the HRM department of CETU?
Do HRM department they have a good status in organization? To whom are they accountable or independent department?
